ADB's Landmark Assistance to NGOs in Indonesia

JAKARTA, INDONESIA (20 November 2003) - Asian Development Bank has agreed to make the Urban Regional Development Institute (URDI), Koalisi Indonesia Sehat and Yayasan Masyarakat Madani recipients of an ADB grant in the total amount of $ 50,000. This grant is provided through ADB's regional technical assistant project (RETA) NGO Partnership for Poverty Reduction, financed by the United Kingdom.

URDI will use the funds to undertake participatory poverty mapping in three sub-districts of Bandar Lampung, an area with high poverty incidence. The exercise will be undertaken in concert with the local government and will help the sub-districts define their problems, potentials and needs, make a list of priority action, select a key program and prepare and implement such a program (with funding allocated by the local government).

The purpose of the grant for Yayasan Masyarakat Madani is to work with tithes administration, or Badan Amil Zakat which manage tithe or voluntary contribution from Moslem community in Southern Sumatera to improve their professionalism and to motivate their operators to willingly apply "good corporate governance principles" in all aspect of their management, including the possible development of social funds directed to poverty reduction. Project activities will include in house training in financial management, principles of microcredit and transfer of IT knowledge and skills.

Koalisi Indonesia Sehat will develop a pilot advocacy program to support decentralized-decision making and budget allocations in support of improved health care. Activities include training of NGO personnel as well as media and community representatives. The project will also promote community mobilization and training within the framework of the Koalisi Indonesia Sehat Family Program which promotes family and community responsibility for health.

The three projects were selected from project proposals that ADB received from NGOs all over Indonesia. The NGO Partnerships for Poverty Reduction project fulfills a recommendation of the framework for ADB-Government-NGO cooperation, recently adopted after extensive public consultations with a range of stakeholders.
